Netherlands closes prisons for an unusual reason

The Netherlands is closing five prisons due to a shortage of criminals, attributed to successful diversion, reintegration, and rehabilitation programs. These initiatives focus on skill development for prisoners and treating drug addiction as a health issue. Previously, the Netherlands closed 27 prisons between 2009 and 2014, repurposing some for refugees and luxury hotels. Similar trends are also observed in Sweden.
